You can find Toxidil easily when you stand infront of the West gate of Freeport, hug the left outside wall. At one of the corners ahead is the entrance.
Toxdil will make poison for you. Give him 2 Snake Poison Sacks (unstacked) and 20 gp (NOT 2pp!). You will get some experience and a flask of snake poison in return. The poison is not very strong but one of the easier ways for rogues at level 18 to get their hands on a real poison flask.
Toxdil has also a very important role in the Burning Rapier quest.
One more thing is possibly interesting. Toxdile has a sewer rat or a deathfist pawn as placeholder. If he is not around kill that beasts and he will respawn 10 minutes later. (Note from Curu, I was not able to verify that).
Position: North Queynos Rogues Guild (50/280). Pelshia is a bit hard to find. You have to visit a red brick-house at about the given location close to the entrance of N.Queynos. In this house is a door with a small room. Hug the wall until you get into the secret area. Beware of the trapdoor.
